CAPABILITIES: TSH is comprised of highly trained Soldiers and Airmen, many of whom are combat veterans of the Global War on Terrorism and seasoned operators in the War on Drugs. TSH provides law enforcement support through Sea and Land Reconnaissance and Observation, Mobile Vehicle Inspection System operations, and training in military tactics, techniques and procedures (TTPs).
Sea and Land Reconnaissance and Observation: TSH’s Radar Intercept Operators (RIOs) detect suspicious vessels entering US waters and vector law enforcement maritime interdiction units. Currently land based, plans are underway to deploy RIOs aboard federal LEA aircraft and high speed intercept boats.
TSH’s Low Light and Infrared Camera Controllers assist the Border Patrol in the operation of dozens of cameras along the border with Mexico. Camera Controllers observe breaches of the US border and immediately direct Border Patrol agents to intercept.
Radar Intercept Operators and Camera Controllers are experts in the field and may be used to train new law enforcement agents in the use of these systems and associated communication procedures.
Military Training for Law Enforcement Agencies: Lessons learned at war are not forgotten. LEAs may have the benefit of experiences gained by TSH personnel from operations in Afghanistan and Iraq.
Training in military TTPs can include but is not limited to; operations and mission planning, traffic control points and vehicles searches, long-range mounted or dismounted patrolling, rural and urban orienteering (map/compass/GPS), woodland/mountain/desert survival and survival planning.
Mobile Vehicle Inspection System (MVIS): The MVIS is a truck-mounted gamma ray imager for vehicles and cargo. It provides non-intrusive searches of suspicious vehicles, cargo containers and railroad cars in seconds. Legal Issues: Like all counterdrug support missions, there must be a counterdrug nexus as the primary purpose. For those LEAs to which we provide on-going support, a memorandum of understanding is required to outline liability issues as well as public affairs and legal concerns. An annual signed written request is required for renewal of support form fiscal year to fiscal year.
