CAPABILITIES: The CDTF has provided extensive aviation support to local, state, and federal Law Enforcement Agents (LEAs) since 1983. As of 2004 the CDTF has 6 specially equipped OH-58A+ helicopters. The majority of our pilots have experience in law enforcement operations and attend or teach classes in the use of aircraft for airborne law enforcement applications Aerial Observation/ Reconnaissance: Aircraft can be utilized as a platform to recon or observe suspected or ongoing illegal drug related activities in both urban and rural environments. Aircraft are equipped with enhanced day and night optics capable of recording observed activities. An LEO must be present or in direct contact. Aerial Transportation: Aviation assets can be used to transport law enforcement personnel and equipment by air to remote locations or because speed or safety is operationally essential. Federal law prohibits transportation for routine administrative support, training, or in competition with civilian carriers. Aerial Command and Control: Aircraft provide an excellent platform for command and control to include communications enhancement for purposes of officer safety. The ability to see the area of operations from above enables the law enforcement observer an important tactical advantage when dealing with potentially dangerous situations. An LEA compatible Wulfsburg radio equipped aircraft can be setup for re-trans and cross-frequency relay to enhance communications and situational awareness.
PLANNING CONSIDERATIONS: Asset Availability: Aircraft will be made available for missions as long as flight hours remain available. Prior planning helps ensure aircraft availability. Safety & Security: Helicopter operations are inherently potentially dangerous. The CDTF recommends LEAs requests training focused on Helicopter Safety and Operations to include procedures and aircraft familiarity. Aircraft/Regulatory Limitations: Ideal landing zones require an approach and departure flight path from the area of interest. Although helicopters are capable of vertical takeoff and landing, ideal landing sites have well cleared arrival and departure routes. |

ASSETS: OH-58A+ - Kiowa (Bell 206B): All Army observation aircraft have been upgraded with larger C-20J engines that increase power at high altitudes. Specifications are: Communications Equipment: All military and Amplitude Modulated (AM) civilian aircraft bands /Ultra High Frequency (UHF) Have Quick I / Wulfsburg Very High Frequency (VHF) and UHF - Frequency Modulated (FM) Simplex and Duplex with Private Line (PL) tones capable of repeater, relay, and simulcast operations. Optical Equipment: FLIR Ultra7500, Nightsun, gyro-stabilized binoculars and live video down-link capability provide the best multi-purpose aerial observation platform for day or night.
