FOCUS: For 2008 Team DDR support will emphasize prevention and focus on agencies that provide drug education and mentorship to California’s youth. Our focal point is support to proven youth programs such as the US Attorney’s Project Safe Neighborhood, Drug Education For Youth (DEFY), and D.A.R.E. An added emphasis is educating parents/guardians, teachers, and fellow Guard members as well as their families of the prevalence and dangers of drugs including but not limited to methamphetamine, marijuana, club drugs and illegal use of legitimate drugs. Key to our success is a clear recognition that we are a support agency. Our role is to enhance the efforts of agencies/organizations that we support utilizing missions approved by regulation and the Adjutant General’s policy guidance.
CAPABILITIES: The mission of the California National Guard’s Drug Demand Reduction Team is to coordinate (statewide) the utilization of National Guard resources and personnel in direct support of community based organizations (CBOs), law enforcement agencies (LEAs), and educational institutions in their illegal drug awareness and prevention efforts/programs. DDR support is available throughout the year. This includes enhancing existing drug education programs. We also assist with the preparation of drug education events such as: Drug Stores, Friday Night Live, and California Police Activities League. |

DDR can assist with anti-drug displays, military equipment for display, and military personnel as role models, mentors and guest speakers. DDR can also provide certified facilitators and trainers for:
• R.O.P.E.S. (Rugged Outdoor Physical Experience System) • Unlocking Your Potential • Strengthening Families • Positive Choices • 7 Habits • Orienteering • Drug Awareness (to include illegal use of legitimate drugs) • Gangs and Violence Awareness • Leadership Development • D.A.R.E.

PLANNING CONSIDERATIONS: DDR support can be provided to federal, state and local LEAs, CBOs and educational institutions that have an anti-drug focus in their event or activity. All DDR support must have the primary purpose of encouraging members of the public to resist the use of illegal drugs (to include illegal use of legitimate drugs), alcohol, and tobacco. Locations: Missions can be supported throughout the state of California. DDR presently has full-time representation in San Diego, Los Angeles, Riverside, Orange, Commerce, San Luis Obispo, Fresno, Modesto, San Francisco, Sacramento, San Jose, and Pleasant Hill.
Constraints: 1. DDR support to educational institutions and CBO/LEA events that do not focus on an anti-drug message cannot be supported. 2. Military medical support and military security personnel cannot be provided. 3. Military transportation is a limited asset that can be arranged only on a case by case basis. 4. Purchase of supplies or loan of equipment without direct involvement of DDR volunteers, either military or civilian, cannot be granted. |
PLANNING AND REQUEST: Procedures: The DDR staff can receive requests from authorized personnel representing CBOs/LEAs or educational institutions that are actively working to reduce the use of illegal drugs, alcohol, and/or tobacco in their community.
a. Planning time will vary greatly depending on the size and scope of the support / mission. During the winter, spring, and summer months, a three-week lead-time is usually sufficient. Support requested for the month of October should be planned and scheduled early to ensure assets are available due to a high volume of support requests for “Red Ribbon” activities.

b. Requests for helicopter visits require 60 days lead time to coordinate for a site survey and to schedule a helicopter, if available.
c. The process can begin with a phone call to any of the DDR staff. During this call, specifics can be requested and a relationship started between the requester and the DDR staff member.
d. The request letter needs to be on your organization’s letterhead, signed by someone in a leadership role, (i.e. the school principal) and include their phone number. Also include as many details about your event as possible (who, what, where, when, why, and how).
