The State Comptroller Branch Description

The mission of the Military Department's State Comptroller is to advise The Adjutant General on all financial resources appropriated to the Military Department by the State Legislature, by the Federal Government under reimbursable agreements, and other reimbursements available to the Department for National Guard and related activities. 

  • The mission also includes the responsibility to prepare and administer the Department's annual state budget.
  • Administer the state accounting system.
  • Make payments to vendors and employees.
  • Administer the Department's state procurement program which includes purchases, leases, rentals, repairs, and maintenance / construction contracts.

The State Comptroller handles state funds and federal reimbursements for the Department. Here you will find information dealing with the Comptroller Directorate, the State Budget Branch, the Accounting Branch, and the Purchasing and Contracting Branch.  

Budget Branch
The State Budget Branch prepares the annual State Military Department budget in accordance with state directives to include all supporting budget schedules and the Governor's Budget, and Salary and Wages Supplement. It also implements budget control measures and monitors expenditures.

Accounting Branch
The Accounting Branch records budget authorizations and expenditures and processes the receipt and payment of funds.  It is the current fiscal year management component of the Comptroller's Office and is comprised of the State Accounting Section, Federal Budget and Accounting Section, and the Accounts Payable Section.

Purchasing and Contracting Section
The Purchasing and Contracting Branch, comprised of a contracting section and a purchasing section, is responsible for providing goods and services for the Military Department using the State procurement system. The P&C Section is required to comply with state laws (Public Contract Code), regulations (State Administrative Manual), and Department regulations.
