Customer Service and Employee Development

Manages, administers and provides advice on such programs as Thrift Savings Plan (TSP), Civil Service Retirement System (CSRS), Federal Employees Retirement System (FERS), Federal Employee Health Benefits (FEHB), Federal Employee Group Life Insurance (FEGLI), Long Term Care, Federal Employees Compensation Act (FECA), Uniformed Services Employment and Reemployment Act (USERRA), military and civilian deposits for CSRS/FERS, death and disability benefits, Light Duty program and Office of Worker’s Compensation Program (OWCP). 

Employee Development: Identifies technician training needs and training sources; plans, develops and administers career development programs; Technician Training Funds Manager and Quota Management Officer for technicians attending training at National Guard Professional Education Center (NG PEC).

Staffing and Classification

Merit placement; recruitment and placement; priority placement; lateral transfer requests; technician/military compatibility; develops position qualification requirements; develops position announcements; locates position applicants; develops candidate evaluation criteria; evaluates candidate eligibility; coordinates candidate selection activities; and coordinates permanent change of station (PCS) for technicians.

Classification appeals; desk audits; position descriptions and appeals; statements of differences; position description requests; classification surveys; hazardous duty pay (HDP); environmental differential pay (EDP).

Labor and Employee Relations

Establish and maintain effective relationships with labor organizations that represent Federal technicians; negotiate and administer labor agreements and confer with labor organizations on behalf of The Adjutant General and agency management; provide guidance, consultation and staff assistance to management on a variety of labor relations issues.

Coordinates and advises management and employees concerning disciplinary and adverse actions for Federal technicians.

Provides guidance concerning the Federal technician performance management program.  Assists management and employees with improving job performance.  Advises management on developing job performance solutions.  Manages the technician Incentive Awards and Suggestion Programs.  Administers the technician leave program.

Active Guard Reserve

Manages and provides oversight of the program for Army and Air soldiers in an Active Duty status; publishes vacancies and coordinates the hiring process of new AGR soldiers; provides advice and assistance to AGR personnel, supervisors, and managers pertaining to hiring, assignment, reassignment, discipline, and career development of AGR soldiers; coordinates tour continuation boards; coordinates and provides assistance in promotions, separations, and retirements of AGR soldiers; ensures compliance with all Army and Air policies and regulations regarding AGR soldiers and airmen.

Management Analyst

Manages and provides oversight of Technician Pay program. Conducts daily activities and operations of the Mail Room and central distribution facility. Provides processing of technician mission orders.
